DeterminationsPreliminary evaluation checklist to determine if self-employment is appropriate.Category II assignment is appropriate for Veterans who request assistance to start a business during the rehab process and do not meet Category I criteria. Category II assignments do not require CO approval and do not require an IEEP.

DeterminationsPreliminary evaluation checklist to determine if self-employment is appropriate.Before category assignment, the case must go through extended evaluation under an IEEP first and demonstrate that due to the severity of disability, even with accommodations, the only suitable option is self-employment. (No VREO or Central Office (CO) approval needed)The extended evaluation must identify functional limitations.The counselor must request a medical opinion related to functional limitations and capabilities from the Veteran’s treating physician.Training to determine the Veteran’s aptitude for self-employmentAll Category I assignments require CO approval regardless of the cost of the plan. (If IEEP is completed and Category I assignment is determined to be appropriate)

DeterminationsWhen a Veteran expresses an interest in self-employment before the entitlement determination or informs VR&E that he/she started a business independent of VR&E after the entitlement determination, do the following to determine if the Veteran owns an existing business:Determine if the Veteran has been self-employed for one year or more and, if so, Determine if the business is operational and economically viable (as evidenced by tax returns to verify generated income).

Pre-Entitlement If the position is suitable and accommodations are not needed, pursue discontinuance since the Veteran has overcome the effects of the identified impairment to employment.If the position is not suitable, accommodations are needed, and the counselor determines the Veteran is entitled to services, determine whether or not it is currently feasible for the Veteran to obtain/maintain a suitable vocational goal. If so, services may be provided under an IEAP to enable the Veteran to perform the essential job functions.

Post-Entitlement If the position is suitable and the Veteran does not need accommodations, the Veteran may continue to pursue a new or current rehabilitation plan to ensure services are provided to enable the Veteran to become employable if the business becomes obsolete, or pursue case closure if the Veteran declines further services.If accommodations are needed to make the position suitable, services may be provided under an IEAP to enable the Veteran to perform essential job functions.

Develop an IWRP based on a suitable vocational goal consistent with the results of the IEEP to include the following objectives: Obj 1: Training/certifications needed to achieve vocational goal Obj 2: Feasibility study of business concept – referral to business consultant Obj 3: Referral to a business consultant to help develop the business plan after feasibility study of the business concept is approved by the VRC

ServicesServices will be provided under an Individualized Employment Assistance Plan (IEAP) to help the Veteran successfully maintain the business.  2. Services must only include accommodations and services to overcome the disability related barriers.Note: 60 day follow up prior to case closure with final site visit.

ConditionsSerious employment handicap. Most-severe service-connected disabilities. Employability limitations so severe that self-employment is the only option to achieve the rehabilitation goal. All other reasonable employment goals are unsuitable due to the severity of the Veteran’s service connected disability(ies).

ServicesComprehensive training in the vocational goal, and in the operation of a small business.Minimum stocks of materials such as an inventory of salable merchandise or goods.Expendable items required for day-to-day operations, and items which are consumed on the premises.Essential equipment, including machinery, occupational fixtures, accessories and appliances.Incidental services such as business license fees, Workers’ Compensation Insurance and disability insurance.Note: One year follow up prior to case closure with final site visit.

Conditions1. Employment handicap, or2. Serious employment handicap , but the service-connected disability(ies) is not considered most severe.

Services

Comprehensive

or other fees required for

employment.
