17 NAVADMIN: annual “Zone Message” set in-zone eligible officers for FY19 promotion cycle.

Zones

are reviewed and approved by CNRFC, OCNR, and

CNP

FY19 zone

sizes have been decreased to slow the community promotion

rate and

to achieve the optimum time in grade

targets.

By law, officers must have 3 years time-in-grade (TIG) at date of board.

Goal

is to have 5+ years

TIG

before

board

and selects would be pinning on the next paygrade at 6+

years TIG.

Increasing TIG allows officers

an additional year in

paygrade,

an additional year of experience, and an additional year to excel.

Zone management is a continuous evolution. Must take into account accessions, attritions, and promotions.
