1. Status of Reliability Standard, VOLL and CONE StudiesPete WarnkenResource AdequacySupply Analysis Working GroupOctober 27, 2023

2. Reliability Standard Scenario Study2Public workshop, hosted by ERCOT, was held October 13Time-shift errors with the existing load forecast requires loading corrected forecast files and rerunning SERVM to update 48-scenario resultsAdditional resource mix scenarios with more inverter-based resources than included in the “CDR Mix” scenarioAdditional scenarios requested by the CommissionWill include “Customer Costs” as an additional cost reporting itemExpected to complete scenario simulations in time for the November 30 PUC Open MeetingPrompt-year simulations for 2023 will commence during November

3. Value of Lost Load (VOLL) Study3Brattle Group selected as the contractor for the studyAlso contracted with Lawrence Berkeley National Laboratory to adopt their VOLL survey instrument for ERCOT’s usage (LBNL already administering a VOLL survey for AEP Texas)Study consists of two phases: Phase 1Evaluation of other VOLL studies for applicability to ERCOTDevelop macroeconomic benchmarksDetermine scope, work plan and timeline for VOLL surveys (Phase 2) Phase 2: Development and administration of VOLL surveysComplete all Phase 1 tasks in DecemberTargeting the kick-off of Phase 2 in early January

4. Cost of New Entry (CONE) Study4Received four study proposals in response to the Request for ProposalsSelected consultant will evaluate a range of reference technologies including gas-fired combustion turbines, gas-fired combined-cycle configurations, and solar/battery hybrid facilitiesOne of the deliverables will be a publicly available Excel Workbook that allows for inspection and manipulation of CONE inputs and formulasUse for future CONE updates between major CONE studiesConduct sensitivity analysis of CONE inputsCONE study expected to take four months after contract awardSeveral briefings planned for the PUC and Market Participants
