What does the policy cover?

Guidelines for installation and use of video cameras anywhere on the Harvard campus if installed for safety, security and facilities management purposesApplies to all Schools and units of the University

Does not affect other uses of video cameras under other policies, such as

to record conferences

in the classroom

Why has it been adopted?

Proliferation of cameras on campusVideo cameras not within scope of Policy on Access to Electronic Information

Principal Requirements:

AuthorizationSchool (or other unit) shall designate person(s) to review and approve requeststo install video camerast

Temporary exceptions allowed for exigent safety reasons

Data Access Guidelines (2)

School should establish access procedureLimit access to those with “need to know”Keep records of all access

Notice of access not required

In emergencies data may be accessed without prior authorizationSlide8

Operations

School shall designate person(s) responsible for acquisition, installation, operationsSchool to set policy for how long cameras will be in placewhether on continuously or intermittentlyhow long to retain data (at least one month)

Comply with uniform technology standards (to be approved by HUIT) and HUIT data security standards

Important to permit HUPD access in case of emergency
