Criteria for assessmentApproval.

The Lincoln Diocesan Advisory Committee (DAC) for the care of churches must approve alterations to our building. The alteration will also require planning permission from the local authority (South Kesteven District Council (SKDC)) and subject to building regulations. Drainage. Enquire with SKDC to seek advice on approval considerations for sewage and water supply. Access. Regulations and use of available space within the church footprint for access to toilet including those for children and disabled.

Identify whether there are any other potential locations that should be considered as part of this initial investigation.

Other possible locations outside the church were discussed during the meeting; however, it was felt that similar disadvantages to those identified for the proposed locations would arise if any other location external to the church was considered. The sub-team advises that, at this stage, no other potential location needs to be considered.

Decide whether any other criteria should be included in the assessment.

The sub-team felt that the criteria selected for the assessment were necessary and sufficient.

Consider varying the weighting of the assessment criteria.

The sub-team considered that varying the weighting of the assessment criteria would be unnecessarily complicated.

Decide if it would be appropriate to progress with the proposed project and, if so, what the preferred solution should be.

The sub-team recommend to the PCC that the project should be continued to the next stage of development with the Vestry as the preferred solution including removal of the back 3 rows of pews and consideration of a children’s area in the tower area.

What further investigation should be undertaken to improve the cost estimates for the preferred solution.

The sub-team recommends to the PCC that the DAC should be consulted with a view to seeking professional advice from an architect and other bodies to obtain estimates for the Vestry installation proposed in the paper.Slide15

6Determine an appropriate funding contribution from Church finances for this project.The sub-team felt that the PCC should initiate action to investigate the sale of Lolham Field and that the proceeds should be put towards a contribution of approximately £10,000 towards this project.

Consider how we can open up our church to more people in the community and develop a programme of activities to engage people with heritage.

The sub-team recommends that, to support a grant application to the HLF GPOW, the PCC should initiate planning for an Open Gardens event in 2017 in consultation with other village committees particularly the Heritage Group.

Endorse the GPOW Project Enquiry Form for submission to HLF.

The sub-team recommend that the GPOW Project Enquiry Form should be endorsed for submission for the development phase of the project for HLF consideration.

Should the PCC subscribe to Lincolnshire Churches Trust.

The sub-team recommends that the PCC should subscribe to LCT (£25/year).

Should the PCC endorse and co-ordinate the proposed fundraising solution.
