Recommendation #1: The Administration should consider establishing a Small Agency Shared Services Task Force (SASSTF) to identify and address the unique needs of small agencies, working in conjunction with the USSM at GSA and the Shared Services Policy Officer (SSPO) in OMB, and with input from the SSGB. Outputs from this task force may include actionable tasks aimed at establishing a strategic framework and organizational structure for establishing small agency shared services. Enablers for small agency shared services go beyond simply acquisition vehicles and might include playbooks, business case templates, governance models, information on funding models, etc.Recommendation #2: The Small Agency Council (SAC) should reinvigorate a small agency CIO working group or committee under the Small Agency CIO Council (SACC) to focus on small agency IT modernization issues, including shared services and acquisition vehicles. Independent of efforts to improve the acquisition of information technology services for small agencies, establishment of shared services will require cooperation among customer small agencies, for example, by following a model similar to the Managing Partner model used for the interagency lines of business that are already established and operating in numerous agencies. Additionally, the committee should work with the SAAC Special Pricing Initiative (SAAC-SPI) to further the pooled acquisition of common business IT requirements from the small agencies.Small Agency Playbook Strategic Recommendations

Lack of business standardsRequirements from the small agencies have to be taken and standardized and normalized - similar to a larger by product Continuous Diagnostics and Mitigation (CDM) which was a successful initiativeShared Services Need to solve some of the challenges that small agencies are facing when it comes to data center hosting or leveraging some of the core IT servicesSmall agencies like OPIC, NRC are moving to cloud for their data storage, emails and platform as a service (PaaS) needsConsider leveraging shared services such as payroll, financial and learning management systems. Shared Services are available from DOI to help small agencies with their unique requirements but may need to be better leveraged (e.g. DOI, IBC currently provides shared services such as payroll, financial to 17-30 small agencies, etc..)Use of some open source solutions from GSA available at 18f.gov, USDS.gov, code.gov
