APED J. RADAR ZO MANA ZONE PLANNING SEQUENCETactical ZonePrioritize the unit’s sector for zone planning that meetsthe maneuver commander’s planning guidance(FSCC). The FSC must allocate and approve the zonesthat support the scheme of maneuver, meet thecommander’s guidance for force protection, andfacilitate the engagement of HPTs (commander,targeting team, FSCC). The fire support staff mustincorporate the zones into the appropriate synchmatrixes and intelligence collection plans (FSCC, ArtyS2/S3). Refine the zones during COA developmentand war-gaming process (FSCC, Arty S2/S3). Technical ZoneRehearse the cueing and use of zones during combinedarms and FS rehearsals (FSCs, Arty S3/S2 and radarsection). As the IPB improves and scheme ofmaneuver changes during execution, radar zones mustbe refined. Radar positions must be selected thatoptimize the probability of acquisition and support thecoverage of planned zones (Bn S2/S3, Radar Plt Cdror section chief). RESPONSIBILITIESThe key to successful planning and execution of radaremployment is the active involvement of FSCs and themaneuver staff in developing and executing the plan.The FSC, S2, S3, targeting officer, and observer-liaison chief must assist the controlling artillery S2 intriggering and refining radar zones for effective forceprotection and delivery of responsible counterfire. Toensure the Firefinder radar employment plan iseffective, all leaders and planners must understand thecapabilities, limitations, and products of the system.Plans that do not manage the high volume of digitalfire missions and artillery intelligence data generatedby the radar negate the system’s influence on thebattlefield. Plans that do not clarify clearance of firesfor counterfire missions will limit the artillery’s abilityto provide responsive counterfire. Targeting TeamThe targeting team is made up of the unit XO, unitFSCC, targeting officer (if assigned), AO, Arty Bn S2/S3, FDO, NGLO, and the Mortar Rep (if assigned).Coordinate and integrate all target acquisition assetemployment and radar zone allocation.Ensure planned zones are prioritized to support theHPTL and the concept of operations.Assign cueing agents to trigger the radar, whichactivates planned zones that correspond to NAI andIRs. FSC/Arty LNOTranslate the maneuver commander’s guidance forforce protection and engagement of enemy indirectfire weapons.Give guidance to subordinate FSCCs and solicit CFZsfrom each.Recommend zones to the commander during theplanning process.Ensure the radar employment plan is incorporated intothe R&S plan.Ensure the ground scheme of maneuver is coordinatedwith the radar movement plan.Ensure priorities and triggers are developed for theactivation and inactivation of each planned zone.Integrate the planned triggers for radar movement andzones into the appropriate synch matrix.Incorporates zone management into the combinedarms and FS rehearsals.Ensure zones are sent to the DS Bn S2 for inclusion inthe radar deployment order (RDO). Subordinate FSCs/Arty LNODevelop zones to support the unit’s plan, breach sites,battle positions, and others. J-2 MCWP 3-16 Nominates zones to the senior commander forapproval and priority.Develop precise triggers for zone activation andinactivation.Ensure the developed triggers for approved zones areincorporated into the supported unit’s Synch Matrix.Establishes ownership and responsibility for the zones.Ensure any changes to the scheme of maneuver arebalanced against planned zones.Ensure refinement is completed and sent to theartillery S2 for transmission to the radar. Artillery S2 Develop CFFZs based on the templated enemyartillery positions and confirmed intelligence data.Develop CFZs for FA units.Nominate zones to FSCC for approval.Ensure the radar employment plan is integrated intothe R&S plan.Receive approved zones from the FSCC for inclusioninto the RDO.Construct the RDO and brief the radar platooncommander or section chief.Refine zones as IPB improves or scheme of maneuverchanges. Artillery S3Incorporate zone management and radar positioninginto the Synch Matrix.Ensure TA enclosure to the artillery fire plan includescoordination measures for zone development and radarpositioning.Ensure land management for the radar is coordinatedwith the maneuver COC.Ensure clearance of fires and attack guidance forcounterfire missions within the unit’s sector arecoordinated and understood by all members of theCOC. Radar Platoon Commander Section ChiefEnsure the capabilities and limitations of the radarsystem are considered during the planning process.Select radar positions that support the search sectorrequirements of planned zones, optimize theprobabilities of acquisition and facilitate requiredmoves to support the scheme of maneuver.Identify zone restrictions violated during the planningand rehearsal process.Participate in all appropriate rehearsals.
