Nested Loop Model

Sector Traffic Control (R-Side) is responsible for managing aircraft through the use of radar. 5 Minute Timescale

Sector Traffic Planning (D-Side) is responsible for coordinating handoffs with surrounding sectors. 5 – 20 Minute Timescale

R-Side and D-Side Controllers

Traffic Management Unit handles flight coordination on a regional scale (centers).30 Minutes to 2 Hour Timescale

May impose flow restrictions on aircraft entering or already in a center if overcrowding becomes an issue. Can implement “Miles in Trail” or “Time in Trail” requirements.

Facility Flow Planning (TMU)

Central Flow Management Unit takes control if overcrowding becomes too much to handle on the regional level.

Project traffic loads based on airline schedules and flight plans. Pays special attention to weather patterns that can block routes and close airports. Utilizes three strategies for overcrowding and weather.

Ground Holding: Delays takeoff times for aircraft heading to crowded destination.

Rerouting: Used to maneuver aircraft around weather systems or overcrowded sectors.

Metering: Method used to manage flow rates into sectors.

National Flow Planning (CFMU)

Airlines utilize an Airline Operations Center for planning company flights. Centers are staffed by certified flight dispatchers.

Generate flight plans based on aircraft type, weight, and loads, weather conditions airport limitations. The flight plan details the flight route, weather, alternative airports, fuel requirements, and take-off loads.
