Hanford Site played a pivotal role in the nation’s defense for more than 40 years, beginning in the 1940s with the Manhattan Project. Approximately 580 square miles. Located along the Columbia River in southeastern Washington State. A plutonium production complex with nine nuclear reactors, associated processing facilities, 177 waste transfer/tanks, and support laboratories. Today, under the direction of the U.S. Department of Energy, the Hanford Site is engaged in the world’s largest environmental cleanup project, with a number of overlapping technical, political, regulatory, financial, and cultural issues. www.energy. gov/EM H.64 Organizational Conflict of Interest Between Hanford Site ContractsPerformance of the Contract will be limited throughout the Contract period of performance to a contractor that is not concurrently performing the work scope under the Mission Support Contract (MSC) awarded in 2009, a prime contractor for the Hanford Mission Essential Services Contract (HMESC), the MSC’s successor contractor, or a subcontractor to HMESC performing work in any of the following areas; a) Safeguards and Security; b) Emergency and First Responders; c) Information Technology and Management; d) Portfolio Analysis, Project Support and Independence Assessment; and e) Environmental Integration and Environmental Compliance Support. This Contract limitation applies to any parent companies or affiliates of the prime contractor and subcontractors described above.17Acquisition Process

222-S Laboratory Draft RFP incorporates identified process improvements from the EM acquisition initiatives following the 2016 Acquisition Workshop: Streamlining cost and price proposals Improving past performance evaluationsIncreasing small business involvementEM is attempting to gain consistency across procurement actions in these identified areas, including streamlining initiatives where possible.EM is continuing to be as transparent and collaborative as possible with industry regarding these initiatives. www.energy.gov/EM18 Acquisition Process

Primary takeaway for industry is to understand these initiatives, look to identify these items in the Draft RFP, and provide feedback to the procurement teams. At the September 2017 EM Acquisition Workshop, an update to these initiatives was presented. 222-S Laboratory Contractor shall have sole responsibility to operate, manage, and maintain the 222-S Laboratory Complex. Provide analytical support for storage and treatment of tank waste at the Hanford Site. Tank Waste Cleanup Contract (TWCC) is the primary customer for the analytical services at the 222-S Laboratory.
