EXECUTIVE ORDER NO. 1 OF 2019 ON FRAMEWORK FOR COORDINATION AND IMPLEMENTATION OF NATIONAL GOVERNMENT DEVELOPMENT PROGRAMMES AND PROJECTS  

ObjectivesThe Executive Order No. 1 of 2019 is a directive issued by H.E. the President of the Republic of Kenya as the Head of the National Executive to:   Define the framework for facilitating effective: Oversight Coordination Implementation and Administration Supervision of National Government Programmes and projects under MTP III with focus on “the Big Four (4) Agenda” Establish implementing and coordinating committees at various levels; National, Regional and County for efficient coordination and administration of National Government projects and programmes across the Republic of Kenya.

Principles of Executive Authority Serve public interest and aspirations Deliver public goods and services in an effective, transparent and accountable manner Reasonable accessibility to all public goods and services all over the Republic

Coordinating Committees There are four (4) committees:   National Development Implementation Committee National Development Implementation Technical Committee 8 Regional Development Implementation Co-ordination Committees 47 County Development Implementation Co-ordination Committees

County Development Coordination Committees Membership : County Information Officer County Directors of MDAs and SAGAs implementing National Government Programmes and Projects including the MDAs in the Enabler Cluster in the County Delivery Director, PDU

The roles of County Development Coordination Committees Coordinate within the County, using the multi-sectoral approach, the implementation of National Government Programmes and Projects . Monitor, verify and evaluate the progress of National Government Programmes and Projects Identify and suggest solutions for bottlenecks impending implementation of National Government Programmes and Projects within the County .

The roles of County Development Coordination Committees contd… Prepare bi-weekly progress reports to the Regional Development Implementation Coordination Committee Foster public support for National Government Programmes and Projects within the County by coordinating public participation and awareness activities, proactively informing public on the benefits, expected impact, project lifecycles and timelines for the projects and creating accessible avenues for broad citizen participation and feedback

Role of the State Department in the Implementation of the Executive Order Examine/evaluate current approach applied in implementing the programmes and projects in the State Department to identify challenges, Salient issues and gaps that undermine effective coordination, oversight, implementation, administration and supervision of the programmes and projects. Establish way forward to address the challenges/gaps in order to improve effectiveness and efficiency in the implementation and delivery of programmes and projects in the State Department.

Discussion/areas of focusLevel of involvement of County Directors in project implementation in the respective Counties. Capacity at the County level Project implementation/management structures Project implementation structure at State Department level General challenges experienced/encountered in project implementation process/cycle
