“Increase our efforts with importers and the logistics sector to deliver more integrated business process solutions, with an early focus on co-designing, piloting and rolling-out initiatives supporting faster, safe clearance of cargo;
deliver more seamless at-border outcomes by working with border agencies and port operators to streamline clearance processes, through enhanced operational collaboration and information-sharing; and

slide3. Proof of concept via the Biosecurity Innovation Program (project no. C07237) with the following aims:
showcase global leadership in reform by utilising the CTU Code and establishing mechanisms to assess the physical condition of the container and goods transported to support effective targeting of biosecurity risks and support Work, Health, and safety outcomes;
determine the viability of an application only, that could capture data associated with the CTU Code; and

It was agreed that a CTU Code App could serve multiple agendas in addition to biosecurity risk assessment and control, including WHS (via better load balancing and restraint), dangerous goods management, cargo loss (and associated insurance costs) and border security. Nevertheless, movement towards this agenda would require a first step by government/s.
For the CTU Code App to obtain significant uptake, a financial saving at destination would need to outweigh the financial cost of using the CTU Code App at the time of container packing.
In an Australian context, facilitation benefits could include:
priority service for Cargo Compliance Verification (CCV) inspections;
substitution for packing declarations;
priority service for document assessment;
“Trusted Trader” for biosecurity;
substitution for treatment certificates; and / or

slide6. Identifying low risk import consignments (increase confidence around low-risk containers, assist when investigating incursions, creating new sources of information)
Encouraging industry best practice to reduce Biosecurity risk – “nudging good behaviour”.
Creation of a sense of accountability through logging photographic and other evidence (for greater compliance orientation, floor boards vs steel, etc)
Logic under the hood (so packers only see content, guides, workflows and answer questions relevant to their location and cargo, maximising focus on localised risk, without unduly increasing admin)
Built-in workflows (so that instead of passively answering yes or no to checklist questions a response may trigger a prescribed set of actions, such as cleaning out soil residue)
Industry capability-building (with workflows and checks augmented with pertinent training content)

The Safeguarding Arrangements Scheme in Australia offers an alternative clearance pathway for goods imported as sea cargo in six hard sided shipping containers during the Brown Marmorated Stink Bug (BMSB) risk season. For importers able to demonstrate appropriate controls throughout the supply chain, there is no mandatory BMSB treatment prior to export. To qualify the supplier must consider their own manufacture, storage and transport circumstances, with clear control processes outlined in a supply chain plan.
The CTU Code App could be used to:
encourage and validate compliance with declared supply chain, including packing occurring in the declared location(s);
demonstrate compliance with contamination prevention and control processes; and
importantly, the identified customer requirements are also specifically aligned to the National Khapra Beetle Action Plan (1.4 Improve hygiene of shipping containers imported into Australia) aiming to promote awareness of the CTU Code. slide8. A mobile digital application has significant potential in supplying important data to support biosecurity regulators to profile sea cargo containers and import goods, particularly in terms of managing the pest threats associated with sea containers;
the development of a mobile digital application should be in line with the Code of Practice for Packing of Cargo Transport Units (CTU Code), a joint publication of the International Maritime Organization (IMO), the International Labour Organization (ILO) and the United Nations Economic Commission for Europe (UNECE), providing a ‘best practice’ methodology for compliance in the handling and packing of shipping containers (load and restraint, weight distribution, dangerous goods, treatments);
data elements and reporting functionality that could be integrated into existing and emerging departmental systems and processes; and
