Community proposals Airspace modernisation
Public funding should be used to provide budgets for independent advice to communities
We have proposed a series of other actions to protect those who may be exposed to the programme’s adverse consequences
These include a review of the health and other impacts of concentrated aircraft noise, review and updating of WebTAG to reflect new evidence, and an independent process to assess whether proposed consultation material is clear and balanced
Lessons must also be learnt from the FAA’s Next Gen programme<br>

Community proposals Noise and health impacts
There is extensive health impact research and evidence, including the WHO 2018 guidelines
But no transparency on how this is translated into policy and regulation and no systematic process for determining what further research is required
Proposal: expert bodies should be commissioned to issue formal advice to DfT and Devolved Governments annually, which DfT must consider and respond to, based on the CCC model. Details to be worked up by DfT, ICCAN, PHE, CAA and community reps and first advice issued by end 2020<br>

Community proposals Aircraft noise policy and regulation
2.5 years since DfT last addressed noise policy and regulation
The Aviation 2050 proposals were weak, under-developed and likely to be ineffective unless modified
Substantial failings in the regulatory system since then
Need action now to address the policy vacuum and create an effective noise regulatory system
Proposal: Government to engage urgently with all stakeholders; an ANEG sub-group seems an appropriate mechanism<br>

Community proposals Planning moratorium
Recent planning processes have confirmed that the policy framework against which planning authorities assess applications is inadequate, with particular gaps around climate impacts and noise
The inclusion of aviation emissions in net zero law and budgets compounds this issue
The Making Best Use policy document is now materially out of date as regards policy and aviation emissions targets
Proposal: there should be a moratorium on the determination of airport planning applications until there is a settled policy position against which such applications can be judged<br>
