ANNUAL PERFORMANCE PLAN 2017/ 2018 PRESENTATION TO THE PORTFOLIO COMMITTEE ON INTERNATIONAL RELATIONS AND COOPERATION MR KGABO MAHOAI DIRECTOR-GENERAL DIRCO 10 MAY 2017 2 The situational analysis is divided into two; namely: (1) Performance Environment, and the (2) Operational Environment. (1) Performance Environment South Africa’s foreign policy outlook is based on our commitment to the values and ideals of pan-africanism, solidarity with people of the South, and the need to cooperate with all peace-loving people across the globe in pursuit of shared prosperity and a just equitable rules based international order; SITUATION ANALYSIS 3 The policy is implemented within a highly dynamic and often unpredictable and complex international geopolitical environment underpinned by pernicious growth of global populism and anti-establishment politics, protectionism and proxy wars in different hemispheres. The tectonic changes in the global order reveal the uncertainty of the current global landscape, which is compounded by the sluggish economic growth that continues to undermine national efforts to better the lives of our people. On the other hand, the sharp decline in commodity prices has greatly dissuaded investment and adversely impacted socio-economic development and improved living conditions in Africa, the global South and to a certain extent, even in developed countries. SITUATION ANALYSIS SITUATION ANALYSIS (2) Operational Environment South Africa’s diplomatic service is discharged in a dynamic environment within varying foreign legislative contexts and monetary regimes characterized by fluctuation of main currencies, which in turn has an effect in the Department’s mandate; Currently South Africa maintains diplomatic relations with countries and organizations through 124 missions in 107 countries abroad, and through accreditation of more than 160 countries and organizations resident in South Africa. 4 5 The implementation of the 2017/2018 Annual Performance Plan should be viewed against the performance and organizational environments alluded to above. The focus of the APP in the period under review will be on, amongst others: Strengthening of economic and political relations through structured bilateral mechanisms; Utilize our chairship of SADC from August 2017 to focus on programs which will expedite the regional integration agenda; Implement the AU Agenda 2063, by bolstering continental prosperity with reduced reliance on international cooperation partners to ensure the AU’s financial independence; SITUATION ANALYSIS 6 Support peace and security efforts in the continent to ensure positive growth and development (hotspots are: Libya, South Sudan, DRC and Burundi); Continue to strengthen North-South relations, particularly the United Kingdom (UK) and the European Union (EU);
