Center for Workforce Inclusion Finance Training July 23, 2024 CWI Finance – Today’s topics Sponsor Agreement Budgets Report of Costs Fiscal Reviews Closing Procedures Budget Modifications/Budget Reclassifications Contacts Eldon Hayman, Director of Accounting ehayman@workforceinclusion.org Kimberlyn Hall, Grants and Finance Manager khall@workforceinclusion.org Lyndoll Walker, Sr. Accountant II lwalker@workforceinclusion.org Terry Reynolds, Director Quality Assurance & Compliance treynolds@workforceinclusion.org Sponsor Agreement Is the contract between the Center and the Project Sponsor States the terms and conditions under which the project will be operated Includes provisions covering the appropriate administration and accountability of funds Outlines compliance with the Older Americans Act, related federal regulations, the Center’s Policy and Procedure Manual Incorporates each Project Sponsor’s original budget, also defines costs categories Sponsor Agreement Beginning and ending dates of the agreement Total award amount Minimum award amount the must be expended on participant wages and fringe benefits (PWFB) Maximum amount of reimbursement of the project’s administrative and program other costs Performance goals Additional compliance, reporting, record keeping and procedure requirements BUDGET PROPOSAL SA1 REPORT OF COSTS SA2 REPORT OF COSTS Monthly Reviewing the reports of costs reviewing the non-federal share costs analyze the payroll-by-payroll Report participant time Reviewing the project sponsor’s audited financial statement & single audit report subject to single audit CENTER RESPONSIBILITY FISCAL MONITORING Single Audit Request 9 MONTHS FOLLOWING FYE Schedule of Expenditures of Federal Award - SCSEP GRANT - Catalog of Federal Domestic Assistance Number SCSEP CFDA Number is 17.235 Center for Workforce Inclusion should be listed as the Pass Through Entity Amount of Funds received for the Fiscal Year CLOSEOUT PROCEDURES The list of jobseekers will include The names of all jobseekers serviced. The gross wage they receive from July 1 – June 30th.
