Legal Framework Chapter 13
Fisheries Organisation of the Sector Lays down organisation of producers in fisheries with the objective of their joint participation at the market and provision of the best market conditions for their products
Lays down grounds for providing consumers with information about fish, fish products and aquaculture products, such as commercial and local names of fish, fish products and aquaculture products, the catching or farming method as appropriate and the area where the fish and other marine organisms were caught, and other information of relevance for consumers . Law on Marine Fisheries and Mariculture (Official Gazette of Montenegro 56/09) Law on Agriculture and Rural Development (Official Gazette of Montenegro 56/09) Lays down the basic conditions for organisation of producers in agriculture and fisheries into producer organisations, recognition of producer organisations and the basic conditions for setting up of inter-branch organisations.<br>

Institutional Capacity Chapter 13
Fisheries Organisation of the Sector Ministry of Agriculture and Rural Development
directly in charge of administrative and technical issues related to fisheries
proposes, develops and implements laws and bylaws and carries out supervision and control over the enforcement of regulations governing the sector of fisheries and aquaculture
Currently there is no body responsible on market measures in fisheries within the Ministry
Administration for Inspection Affairs – Fisheries Inspectorate
inspect and control markets, storages, catering facilities or restaurants, harbours-ports, moles and similar facilities of relevance for the trade in fish and other marine organisms and fish products; and also placing of the market of undersized fish in line with the Law on Marine Fisheries and Mariculture (Official Gazette of Montenegro 56/09).
Administration for Inspection Affairs – Veterinary Inspectorate
Carries out the control of wholesale and retail sale of fresh meat, fish and other aqauculture products as well as control of their withdrawal from the market in line with the Law on Food Safety (Official Gazette of Montenegro 14/07).
Administration for Inspection Affairs – Sanitary Inspectorate
Carries out the control in retail sale of packaged and individually labelled food of animal origin i.e. fish and fish products and control of its withdrawal from the market in accordance with the Law on Food Safety (Official Gazette of Montenegro 14/07).<br>

Fisheries Common Marketing Standards and Labelling Provisions Frozen fish Gastropods 1) Has no extraneous odour or rancid odour;
2) Has no red edges on the branchia of small pelagic fish of a larger extent;
3) Has skin undamaged and of metallic glow;
4) Has meat that shows no significant signs of drying (dehydration);
5) Has meat of a pleasant aroma and taste after trial cooking, mainly solid, white, light pink to brown in colour, depending on the fish species. 1) Have odour characteristic of fresh gastropods;
2) Have skin without the slime, moist, of characteristic natural colour and pigmentation;
3) Has sinewy and hard meat;
4) Has viscera without signs of putrefacton.<br>

Fisheries Common Marketing Standards and Labelling Provisions Crustaceans Shellfish Prawns and shrimps placed on the market have to meet the following requirements:
1) Be cleaned from mud;
2) have reddish-pink colour, completely fresh and clear, characteristic for the respective crustacean species;
3) have odour characteristic for prawns, or shrimps, as appropriate;
4) have liver and ovaria compact;
5) have tail meat tightly sealed with the shell (dermatoskeleton);

Fisheries Trade with Third Countries EFTA
EFTA members liberalised their market for fish and other marine products of Montenegrin preferential origin
Montenegro reduced its rates to zero for a smaller number of products and only for those fish species that are not farmed and not caught in our country.
For most of the fish species, market will be liberalised in no sooner than 5 years.
Liberalisation does not apply to trout and canned sardine, pilchards and sprats, where rates would be reduced by 50% after the 5 year transition period.<br>
