FORWARD FUMBLES OUT OF BOUNDS If a fumble goes out of bounds or is ruled out of bounds between the goal lines ahead of the spot of the fumble,
The ball is spotted at the point of the fumble.
If there is no “change of team possession”, the clock starts on the ready for play signal.
This rule does not apply to backward passes nor forward fumbles that go out of bounds in the end zones.<br>

EXAMPLES 1st and 10 at the 50. A23 runs to the A-47 and fumbles. The ball goes out of bounds at the B-47. Ruling: The ball is spotted at the A-47, 2nd and 3. The clock starts on the ready for play signal.
Same as #1 except 4th down. Ruling: The ball is spotted at the A-47. Team A did not make the line to gain. B’s ball. 1st and 10. The clock starts on the snap.
1st and 10 at the B-40. A23 runs to the B-29 and fumbles. The ball goes out of bounds at the B-25. The ball is spotted at the B-29. Ruling: Team A made the line to gain, 1st and 10. The clock starts on the ready for play signal.<br>

1st and 10 at the A-20. QB A14 runs to the A-25 and throw a backward pass to A35 at the A-22. A35 muffs the pass and the ball rolls out of bounds at the A-31. Ruling: The new rule does not apply to backward passes. Spot the ball at the A-31, 1st and 10. The clock starts on the snap.
B34 intercepts a pass or catches a free or scrimmage kick at the B-10. He runs to the B-20, fumbles, and the ball rolls out of bounds at the B-25. Ruling: The ball is spotted at the B-20, 1st and 10. The clock starts on the snap.
1st and goal at the B-7. A15 fumbles at the B-2, and the ball rolls through the end zone. Ruling: Touchback. The new rule does not apply to fumbles going out of bounds behind the goal line.<br>

7. 3rd and 10 at the A-3. QB A16 drops back into the end zone and
fumbles the ball which goes out of bounds at the A-5. Ruling:
The ball is spotted at the point of the fumble. Safety.
8. 4th and 5 at the B-8. A27 fumbles at the B-3, and the ball is
recovered in the end zone by A35. Ruling: Touchdown, as
always. We have never had a 4th down fumble rule, and in this
case the ball never went out of bounds.<br>

ILLEGAL PARTICIPATION
The penalty for all illegal participation fouls has been standardized as 15 yards, live ball, basic spot enforcement.<br>

EXAMPLES
1st and 10 at the 50. A29 is tackled at the B-30. 12 defensive players participated in the entire play (we goofed and did not catch it in time). Ruling: If accepted, this used to be enforced from the previous spot. Now enforce it from the basic spot, 1st and 10 at the B-15.
1st and 10 at the 50. A29 is tackled at the B-20. During the play substitute B56 enters the field from the team B sideline at the B-40 and makes the tackle. Ruling: Basic spot is the B-20. Half the distance to the B-10.<br>
