To provide general guidelines for various phases of response operation during various CBRN Emergency Scenario

To elaborate the correct drills to be executed during real operation and Mock Exercises with stakeholders<br>
slide4. INTRODUCTION The aim is to lay down procedural guidelines for NDRF teams to effectively respond to a CBRN emergency.

Serve as a reference for rescues and commanders with preparing for, responding to and training on the impact of CBRN incident.<br>
slide5. GENERAL GUIDELINES & FRAMEWORK National Guidelines:
Provide directions for preparation, response, recovery, and mitigation of CBRN emergencies.
NDRF is identified as one of the first responders for CBRN emergencies.<br>
slide6. GENERAL GUIDELINES & FRAMEWORK Classification of CBRN Emergencies:
Level 0: Surveillance, preparedness, and mitigation.
Level 1: District-level disaster.
Level 2: State-level disaster.
Level 3: National-level disaster requiring central government intervention.<br>
slide7. GENERAL GUIDELINES & FRAMEWORK NDRF Units shall obtain and maintain data on profile and offsite emergency plans of the Major Accident Hazard (MAH) Units in their AOR through state/district authorities or concerned Nodal Ministries.

NDRF units are advised not to perform Anti-Sabotage Check or static checking duties.

Sample collection or recovery of source/agent ate beyond the mandate of the NDRF. Such specialised tasks be carried out by specialised agencies. However, NDRF may assist in sampling after the rescue and evacuation is over.<br>

District authority is responsible for the off-site emergency plan
Police will take overall charge of the Off-site situation, until the arrival of the district collector or his representative at the scene.
The NDRF and SDRF are the specialised forces to manage these disasters in a longer run according to the severity and nature of the disaster
Quick mobilisation of the NDRF on receipt of the requisition by concerned authority<br>
slide12. MANAGEMENT GUIDELINES OF CHEMICAL DISASTERS In fire involving incidents in any installation holding toxic chemicals, NDRF shall assist in the rescue and evacuation after the fire has been completely doused off by fire services

slide13. NATIONAL GUIDELINES ON CHEMICAL TRANSPORT ACCIDENTS Important Points from Various National Guidelines on Chemical Transport Accidents Response –
NDRF may be called for assistance in response and evacuation in chemical spill/contamination caused due to HazMat transport accident
NDRF team shall gather all information about the incident as mentioned in this SOP.<br>
slide14. NATIONAL GUIDELINES ON CHEMICAL TRANSPORT ACCIDENTS NDRF shall assist the local authorities in cordoning, zone marking, evacuation, first aid and decontamination of affected victims.
NDRF team shall take assistance in identifying the contamination level and other hazard from respective expert agencies.
NDRF team will not carryout crowd control at the incident site. It is the responsibility of the local police to enforce the cordon and assist NDRF in carrying out its operation<br>
slide15. NATIONAL GUIDELINES ON CHEMICAL ATTACK (CWAs) Important Points from Various National Guidelines on Chemical Attack (CWAs) Response –
NDRF may be called for assistance in rescue and evacuation in CWA emergency.
The decisions made by the incident commander should not compromise the safety of the responders at any point during the rescue operations.<br>
slide16. NATIONAL GUIDELINES ON CHEMICAL ATTACK (CWAs) NDRF shall assist the local authorities in cordoning, zone marking, evacuation, first aid and decontamination of affected victims.
NDRF will also assist in Triage and will provide PHT/first aid to the victims, if required.
NDRF team shall also assist in decontamination of the victim and marking of the contaminated zone once the rescue operation is over.<br>
slide17. NATIONAL GUIDELINES ON BIOLOGICAL EMERGENCIES Important Points from various National Guidelines on Biological Emergencies –
There shall be nominated nodal agency/department for response in cases of spread and infection from particular type of biological emergency.
On the request of nodal agency, NDRF shall assist in the isolation, quarantine and distribution of PPE. NDRF may be called upon to distribute relief material to the victims in case of biological emergency.
In case of sudden outbreak, NDRF shall conduct operation limited to quarantine, isolation and decontamination only.
Periodic training and refresher training of MFRs and Paramedics will be ensured.<br>

DAE is designated as Nodal agency for providing technical advice and support for handling radiological incidents in public domain.
local police/security agencies, NDRF, SDRF etc have been identified as first responders for responding in radiological – nuclear emergency scenario.<br>

slide23. RES-PONSIBILITIES OF SUPERVISORY OFFICERS Coordinate and provide overall guidance during emergencies.
The DC (OPS) of the unit will be responsible for the following –
He will be In-charge of unit control room and shall ensure that control room obtains and shares all information related to the incident to HQ Control Room and the team.
Simultaneously, he will coordinate with district officials for actual details of the incident
To remain in constant touch with the Team Commander and guide him during the operation. He will coordinate for assistance of domain expert, if required.
All above actions will be closely monitored and supervised by the Unit Comdt.<br>

Acts as a constant link between the Team/Civil Administration and Bn Commanders/HQ NDRF Control Room.
Collect and share the detailed information about the incident.<br>

Collect information from unit control room, Plan strategy, brief the team, and ensure all necessary equipment is available.
Monitor operation and coordinate with other agencies on incident site.
On arrival at incident site:
Assess the situation, evaluate the need of rescue, brief & assign task to sub-team cdr, ensure safety, monitor quick deployment of detection, decon, search & rescue teams.<br>

Assist the team comdr in his task
Ensure unloading of equipment and establishment of BoO.
Ensure that the operational plan being followed
Assist the decon team comdr in registration of victims.
Supervise the adm support team<br>

Responsible for overall safety during operations.
Marking of Entry/Exit route for access and evacuation.
Ensure proper use of PPE and monitor dosimeter readings, SCBA pressure, sealing of PPE, respirators etc.<br>
slide28. RES-PONSIBILITIES Detection and Assessment Cum Evacuation Team Comdr:
Ensure all detection equipment is functional and sensors are exposed, but protected
Relay dose levels and report the ground situation, including casualties and damage
Practice and ensure proper communication, safety, and evacuation of compromised team members
Mark victim locations and ensure all personnel wear 'A'-level PPE in high-risk areas (above IDLH)<br>

Mainly responsible for the detection and assessment of hazards, its level and detection, Marking of zones, Marking of victim’s location.<br>

Ensure proper setup and operation of decontamination stations, and the use of appropriate PPE.
Oversee decontamination of victims, rescuers, and equipment, and record decontamination details.
Coordinate with other teams and ensure safe closure of decontamination stations.<br>

Set up and operate decontamination stations, ensuring all personnel and equipment are properly decontaminated.
Safely dispose of contaminated materials and maintain detailed records of the process<br>

Rescue and evacuate victims from contaminated zones while ensuring the use of appropriate PPE.
Perform primary triage and transport victims to decontamination centers, coordinating with medical teams as needed.<br>

Provide first aid and pre-hospital treatment to victims, categorizing patients and supporting decontamination.
Maintain medical supplies and ensure contaminated patients are safely transported to medical facilities.<br>

Provide technical assistance, including minor repairs, and support other teams during operations.<br>
