By T. R.Baruah. Role of the Communist Party in the Peoples Republic of China<br>
slide2. The Peoples Republic of China is a unique type of state. It is unique in the sense that the constitutional system in China is founded upon the principles of Marxism- Leninism as applied to China. The main objective Chinese Constitution is to establish a socialist system and to gradually abolish the exploitation existing in the society. The Constitution of China is a simple and brief document containing only 106 articles.
The Communist Party of China occupies supreme position in the country. In the constitution it has been clearly described that it is the vanguard of the working people. The Chinese Communist Party was established on 23rd July, 1921 by Chen Duxiu and Li Dazhao. In the initial stage it had only 13 members . At present it has 90,594,000 members. The membership of the party is open to all persons above the age of 18 years. Mao-Tse-Tung was the unquestionable leader of the Communist Party. He dominated the Chinese political scene like a colossus. Mao was the main exponent of Marxism and Leninism in his country and he interpreted the principles of Marxian to make it suitable to the Chinese society. The Communist Party plays the pivotal role in the country. It is the guiding force behind all major policies to be adopted by the state and society in China.<br>

China is the most powerful Communist country in Asia. The Chinese Communist Party was the main architect of a communist revolution in China. In 1921 it originated like a very small group of just 13 members but gradually it registered a spectacular rise ,particularly after 1935 when Mao Tse Tung emerged as its leader. From 1921 to 1935 it had a weak structure and very limited role and influence. During that period Chiang Kai Shek was the leader of China and e decided to control further growth of communist influence in China.
By the time of end of the Second World War, Mao was quite successful in bringing a socialist revolution in China through a war of peoples liberation which finally broke out in 1945. Within four years , the liberation was achieved and the former leader Chiang Kai Sheik along with his followers was forced to flee to Formosa(Taiwan). The mainland China came under the communists and on October 1, 1949, China came to be the Peoples Republic of China. Under the leadership of Chairman Mao Tse Tung a peoples dictatorship was established by the Communist Party. Thus within a period of 14 years Mao was successful in establishing a socialist revolution in China .<br>
slide4. After 1949 , the Communist Party of China has been playing a very important role in every aspect of country's life . Its leadership as the vanguard of the people for securing the gains of revolution in the post 1949 period was acknowledged by all . The Communist Party stated to act as the defender of the revolution , the leader and guide of the people , the supreme educator and the body responsible for initiating the process of nation building in China.
When in 1954,the first Constitution of China came in to force it did not give constitutional recognition to the Communist Party but its role was recognised during the deliberations held in connection with drafting of the constitution.
The constitution of 1975 accepted the supreme reality of the Communist party and gave constitutional recognition to it. It declared that the CPC is the core of the leadership of the whole Chinese people.
In 1975 China adopted a new constitution and it maintained the constitutional status of the Communist Party. It recounted the heroic role played by the Communist Party under the leadership of Mao Tse Tung.<br>
slide5. After Mao's death when another new constitution was adopted in 1982,it separated the Party and the Government and did not make any constitutional recognition to the Communist Party. Despite this separation , the Communist party still continues to be the leader of the people and their vanguard towards achieving national goals.
Communist Party as Governor:
Party and government in fact are synonymous terms in a Communist country like China. The Chinese constitutions emphasises that country is to be ruled by a peoples democratic united front led by the Communist Party of China. The Communist Party controls the Government like other Socialist countries like USSR. It has become the directing party of the state organs.
The Party controls the government through various means. The National Peoples Congress is always overwhelmed with majority of the members of the Communist party. In this way the Chairman and the Vice Chairman of Standing Committee ,the Premier and other members of the State Council are the most important leaders of the Communist Party.<br>
slide6. The Party does not only exercise influence over the executive and the legislature only but it permeates or pervades the judiciary and the armed forces as well. The judiciary in fact serves as the instrument of the party. Thus the Communist Party is all embracing. It controls the legislature ,dominates the executive, mans the judiciary and dictates over the Army. The Party issues specific directives to the State as to the nature and orientation of the work. The party also selects and promotes loyal and competent party leaders to work in different organs of the State. All major questions of governmental policy both domestic as well as foreign are first decided in the highest party organs and then implemented by the state.
The role of the Communist Party in Chinese Political System has been continues to be and is destined to continue in future as a core of leadership and vanguard of the people in their struggle to develop themselves in accordance with Socialist objectives.<br>
slide7. Even in the 21st Century when they demanded democracy and decentralisation, the people never questioned or challenged the role of the Communist Party.
Still today there is a single party system in the Peoples Republic of China. However in the near past it underwent several changes in respect of its economic policies and these changes acted as a source of economic liberalisation of China but Chinese people preferred to describe it as Socialism with Chinese characteristics or Socialist market economy.
At last it can be said that the Communist Party continues to lead the Chinese people in their lead towards securing their development objectives and the unity ,integrity and strength of the country.
