Each agency prepares one APP for each planning period. Select the template whose level of planning detail best reflects the agency’s procurement profile, using the indicators below as a guide. Agencies may also use their own format, provided all mandatory QPP requirements are addressed. Which template applies? Scale
Indicators include:
a materially large or high-value procurement portfolio; or
a significant capital, infrastructure or investment program. Volume
A high volume or breadth of procurement activity that materially increases the planning or coordination required across the agency. Risk and complexity
Material complexity in the agency’s portfolio, such as:
strategic, market or supply chain exposure;
high-risk, novel or complex procurement; or
significant change in activity or environment. One or more indicators materially affect the agency’s procurement profile
Full APP generally recommended Indicators do not materially affect the agency’s procurement profile
Proportionate APP generally suitable Completing the plan
Replace [bracketed] prompts
Attach supporting documents where space is insufficient
Delete worked examples and the unused template before submitting Submitting the plan
Approved by 30 June each year

Agencies may use supporting slides, graphics, charts or appendices where these provide a clearer or more efficient way of presenting relevant information. Mandatory Rule 40 requirements must remain clearly identifiable within the overall APP.<br>
