Workforce System Revisiting 2022 Decision Packages Setting the Stage for 2023 Legislative Session Nova Gattman Deputy Director for External Affairs nova.gattman@wtb.wa.gov Career Bridge Modernization Climate Change Workforce Development Data-Sharing & Integration for Improved Service Delivery IT Equity & Digital Literacy Workforce Education Investment Accountability & Oversight Board (WEIAOB) Staffing Revisiting 5 Previous Decision Packages Budget direction – work closely with the OCIO and come back to the Legislature in 2023 with an updated request. Funded (FY23) at $460K for 1-year project via the IT Pool Program for modernization and staff support. Updated request: $950,000 for FY24-24 & $300K ongoing for FTE (Career Bridge Manager & Career Bridge IT Specialist). Also includes: Modernization funding: For internal site search optimization, mobile-friendly upgrades, user experience updates. Digital portfolio/High School and Beyond Plan functionality. Career Bridge Modernization Request to develop policy solutions to address workforce impacts due to climate change policies was submitted, but not funded in the 2022 Legislative Session. Governor’s office and stakeholders are still interested in continuing with this request. WTB staff have partnered with WSU’s Energy Program to conduct a preliminary analysis of climate change policies and implications on the workforce. If funded in the future, request would support the following: Workforce Board would convene a workgroup with Commerce and other partners to focus on ways to mitigate the impacts of climate change and climate change policy on workers and businesses. Build a just transition strategy and provide policy recommendations. Provide research and analysis to better equip workers and businesses to handle disruptive forces of climate change and climate change policies. Other request specifics are still under development – working with Commerce, ESD, Ecology, and the Governor’s office on scope for staffing and research budget. Climate Change Workforce Development Initial request for 1.24M for contracting and data systems mapping. Funded at $216K Year 1, $124K/year for two additional years. Legislative charge to work within the workforce system to develop a governance structure for data sharing. Supplemental request for an additional $151K/year for an ongoing full-time FTE and contract support to support the governing body overseeing data-sharing and security, maintain the software solution, and provide technical and help desk support. Data-Sharing & Integration for Improved Svc. Delivery Not funded in the 2022 Session. Initial request would fund $5.7M in Year 1, with ongoing funds for future work.
