Republic of the Philippines Province of Cotabato MUNICIPALITY OF MAKILALA OFFICE OF THE MAYOR TELEFAX # (064) 2130 or 268 - 2132 EXECUTIVE ORDER NO . 12 Series of 2013 RECONSTITUTING THE PEOPLEâS LAW ENFORCEMENT BOARD OF THE MUNICIPALITY OF MAKILALA, PROVINCE OF COTABATO. WHEREAS , RA 6975 entitled âAn Act Establishing the Philippine National Police Under a Reorganized Department of the Interior and Local Government, And For Other Purposes.â provides for the creation and composition of the Peopleâ Law Enforcement Board in every city and municipality in the country; WHEREAS , the PLEB shall be the central receiving entity for any citizenâs complaint against the officers and members of the PNP and subject to the provisions of Section 41 of RA 6975, the PLEB shall take cognizance of or refer the complaint to the proper disciplinary or adjudicatory authority upon the filing of the complaint; WHEREAS , in as much as the provisions of the local government code does not explicitly provides for t he creation of the PLEB, the Board is therefore considered a special body of the municipal government and has to be reconstituted as the term of office of the previous PLEB has already ended; NOW , THEREFORE, I, RUDY S. CAOAGDAN, MPA , MUNICIPAL MAYOR, by virtue of the powers vested in me by law as municipal mayor of this municipality, do hereby order: SECTION 1. Reconstitution of the Peopleâs Law Enforcement Board (PLEB). Pursuant to the provisions of RA 6975, the Peopleâs Law Enforcement Board of this municipality is hereby reconstituted, to be composed of the following: Members: HON. CALFRED RESPICIO - SB Member MRS. LETECIA KAQUILALA - Retired Supervisor CAR LITO CAÑEDO - Private Citizen SONNY TORREDA - Businessman ALBE RT O S. UY - Businessman The designated members shall elect among themselves whom will act as the chairperson. SECTION 2 . The functions, duties and responsibilities as well as term of office of the PLEB shall be those provided in the provisions of RA 6975 which shall be for a period of three (3) years from assumption to office and shall hold office until their successors shall have been chosen and qualified. SECTION 3 . Operation and Ma intenance. For its operation and maintenance and as deemed necessary to carry out the assigned tasks and responsibilities, the municipal government shall provide the necessary logistical support to the PLEB.
