Mustafa Kemal'in davetli olarak katıldığı bu kongreye asil üye olabilmesi için, Erzurum delegesi Cevat Dursunoğlu istifa ederek, kendi yerine Mustafa Kemal'in seçilmesini sağladı. İlk gün, Mustafa Kemal kongre başkanlığına seçildi. Milli bir hal alan kongrede, genel değerlendirmeler yapıldı ve doğu illerinin durumu görüşüldü. Milli mücadelenin temelleri açısından önemli kararlar alındı.
