7. Support the needs of the whole child by coordinating services and resources offered by the WVDE and its partners.7GOAL ONE

8. Provide Local Education Agencies (LEAs) with training and technical assistance on evidence-based practices to support the whole child, particularly in social-emotional and behavioral health, including substance abuse prevention and intervention.8GOAL TWO

9. Create and support peer resiliency networks that help students combat significant adversity through responsible behavior and lifelong, positive health practices. Provide students with tools to identify peers in crisis, understand crisis protocols, and address hurtful behaviors such as bullying. 9GOAL THREE

Provide education, professional learning, and information to students, classroom teachers, and school personnel regarding WVBE policies that address opioid and substance abuse (alcohol, tobacco, and other drugs), particularly where these policies align with the goals of educational program development and content standards. 10GOAL FOUR

11. Address the violent and erratic student behaviors among our students that are increasing in frequency, duration, and intensity, especially among younger children. These behaviors are a response to the Opioid Epidemic, and frequently result in mental health issues.11GOAL FIVE

13. Opioids, Trauma, and Mental Health: Making the Connection to LearningChildren living in homes where opioids or other substances are abused often become the victims of trauma. These traumatic experiences impair the brain’s development leading to social-emotional mental health issues and even challenging behaviors, which inhibit learning. 13

41. Improvement PlansThere are 4 Priority Improvement Plans to complete:EngagementWV GRADUATION 20/20LiteracyNumeracyA selection MUST be made on each improvement plan relating to whether or not your county will be selecting the area as a priority.41

42. FAQ #2Q: Are ReClaimWV funds only to be used on special education students?A: No. ReClaimWV funds can be used on all students as they are not regulated under IDEA. The IDEA discretionary funds need to be used with a primary focus on students with disabilities, however all students may incidentally benefit from the activities the funds pay for.42

43. FAQ #3 Q: If my county is receiving money for GRADUATION 20/20, do we have to use all of it for GRADUATION 20/20?A: Not necessarily. Of the funds that were allocated to each county for GRADUATION 20/20, $2,500 per participating school is REQUIRED to be used for the program. Each participating school should have a plan for how to spend their $2,500 and provide the budget to their County Contact for GRADUATION 20/20.43

FAQ #4Q: What if my county participated in GRADUATION 20/20 last year and was chosen to participate in Communities in Schools (CIS) this year?A: If every participating school in your county was chosen to be a part of CIS, your county is now only CIS. There is no need to budget any funds for GRADUATION 20/20 as there were no funds included in your RDP allocation for that purpose. There are only 4 counties that will have both CIS and GRADUATION 20/20 for FY20. Those counties are Fayette, Raleigh, McDowell, and Hardy.44
