Welcome John Senior opened the meeting . 2. Apologies As above 3. Minutes and Actions from Previous Meeting Action : Strategy group members to approach a couple of potential reference group members for CEO to follow up. See Item 5. Action : CEO to invite a number of larger Ifpra corporate members to the reference group . About 10 city and 2 large urban organisation leaders invited. See Item 5. Value proposition: Kevin O’Hara and Catherine Nagel felt that the value of the WUPO was something that needed further input from the Reference Group and more broadly among an inclusive membership. A table with greater breakdown could be useful. Reference Group discussion item raised. Action: WUPO Scope - CEO draft a Venn diagram and consider a survey tool . Diagram attached to minutes. Action: CEO to create discussion areas on the WUPO Task Force LinkedIn site for the Reference Group to respond to. Completed. Moved – CN Seconded – MC Carried 4 . Matters Arising and Any Other Business In agenda 5 . Reference Group Membership The u pdated spreadsheet showed invited and accepting leaders as well as whether they had joined and participated on the WUPO LinkedIn site. There is a delay between invitations and joining the WUPO site, with a few invitees potentially requiring e - mailed consultation. Inviting parks leaders to the Reference Group and building this pool of advice and potential future WUPO members remai ns a

2 priority. Initial membership is largely

Strategy Group members are still approaching candidates and would value a template message to send. Another option was to make the contact for CEO to follow th rough. Action : CEO to provide Strategy Group members with a template Reference Group invitation 6 . WUPO Governance Structure The governance structure in the Ifpra Strategic Review is relatively large and representative initially. While members present were generally in agreement, this was an aspect to consult with the Reference Group. The role of commissioners in Ifpra were al so discussed, including a potential transitional country ambassador role. This would best be considered in a discussion paper. Action : CEO to provide a discussion paper on the potential role of Ifpra Commissioners for the Strategy Group to consider Actio n: CEO to ensure Reference Group discussion. 7 . WUPO Budget and membership fee model Despite a more diversified budget the WUPO relied initially on membership dues, particularly from corporate members, paying in relation to their operations budget size. 50 percent discounts applied to staff and members of WUPO member organisations. Membe rs present represented Parks for Life that had recommended the budget and Kenzo noted Ifpra Japan had discussed and come to terms with the fee structure. This was a critical aspect to test with the wider Strategy Group members and particularly Reference Gr oup members and agencies , as members willing to pay fees would determine the viability of the WUPO. Action: CEO to ensure Reference Group discussion 8 . WUPO draft constitution The draft constitution recommended as part of the Ifpra Strategic Review had been adapted from Parks Forum’s. It also reflected the recommended governance and membership model. It was agreed that most changes to the draft would depend on whether governance and mem bership structures changed as a result o

3 f consultation. One aspect noted was tha
f consultation. One aspect noted was that the constitution should better reflect the recommended mission, vision and goals of the WUPO. As the consititution was the vehicle for adopting the WUPO changes would be con sidered nearer the end of the Task Force’s tenure. Action: CEO draft modifications to the Constitution to include more on the WUPO’s mission, vision, goals and objectives. 9 . Consulting the Reference Group There was agreement discussion/consultation related to WUPO governance and budget/membership fee model should be added to the WUPO LinkedIn site. It was also recognised that the World Commission would meet in Malmo on 19 August with intent to include discussion on the WUPO as part of their agenda. The option for the Task Force to bring forward their September meeting to just prior to the Malmo meeting was considered but it was thought key recommendations could be made out of session and the Commissioners meeting used more as a workshop to provide fe edback to the Task Force. Gil noted he and the CEO could be available to conduct a workshop with Commissioners. Action: CEO to add governance and budget /fee discussion areas on the WUPO Task Force LinkedIn site for the Reference Group to respond to. 10 . General Business Willie Nel raised whether an expression of interest for the Ifpra 2016 World Congress would be circulated or whether the WUPO would take another tack. South Africa had tentatively put up its hand and the lead - in for any conference should be known in advanc e. The WUPO might seek to augment other member conferences. Catherine noted the April 2015 City Parks Alliance conference in San Francisco that would include an international forum (chaired by the Netherlands Consul - General) suitable for WUPO discussion/presentation. Due to the lead - in it was thought the expression of interest for the World Conference should proceed. 11 . Next meeting and Meeting close The meeting closed at c9: 5 0 pm ( ACST ). DUE TO BE RATIFIED AT NEXT MEET ING 3 September 20
