An empire needs to conquer to be an empire. Therefore, they need to have a powerful military.
They might have new tactics or strategies no one else has used.
They might use new technologies

More importantly, an empire needs to keep its conquered people from revolting.

This might be done by:
distracting people with sports or parties
giving the people motivation for accepting imperial rule
