Purpose & Background 4 The purpose of this presentation is to brief the Portfolio Committee on small Business Development on the 2017/18 Annual Report of the Department of Small Business Development (DSBD) Purpose 5 Annual reports play a crucial role in the processes of the oversight function of Parliament Report on the activities of the Department during the financial year Includes actual achievements for the reporting period in relation to the planned targets and budgets The Department tabled the 2017/18 Annual Report in Parliament on 27 September 2018 in terms of Sect 65 (1) of PFMA Entities reporting to the Department (seda and sefa) also tabled their 2017/18 Annual Reports accordingly In terms of Sect 40 (1) (d) The Accounting Officer submitted the draft annual report with financial and non-financial performance information to the AGSA on 31 May 2018 for auditing purposes the audited financial and non-financial performance information to national treasury and the executive authority on 31 August 2018 Background 2. Strategic Framework 6 Customer-focused Integrity Honesty Efficiency Accessibility Commitment Values How we will behave Lead and coordinate an integrated approach to the promotion and development of small businesses and cooperativesand ensure an enabling legislative and policy environment to support their growth and sustainability. 7 Strategic Framework 8 Strategic Framework 9 Organisational Structure 10 Organisational Structure DSBD experienced challenges in formalising its organisational structure Department placed staff on approved start-up structure from April 2017 with intention to: Capacitate business units to ensure delivery of APP targets Provide business continuity to minimise disruption in the functionality of Dept and delivery of its mandate Cluster similar functions together to ensure officials are placed appropriately Revised budget structure – aligned to the new vision and redesigned functional and organisational structure – was approved by National Treasury Misalignment between budget structure and approved organisational and functional structure created significant performance and reporting challenges As at 1 April 2018, the Dept will migrate to new budget structure that allows for all four Programmes 11 3.
