GCSE International Relations: Era of the Cold War 1943-1991 Revision Booklet Topic 1: What is the Cold War? The Cold War was not like previous World Wars. America and Russia never declared war on each other, nor did they face each other in battle. This is because both sides knew that a Third World War, a Nuclear War would be unwinnable. The Cold War was a race to become to biggest and strongest superpower, to prove once and for all that their ideology was the best. It did however have many characteristics of an actual war: arms race, alliances and propaganda.
