CDBG 101The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974.CDBG Primary ObjectivesDevelopment of viable urban communities, principally for low/mod persons, through: • Decent housing • Suitable living environment • Expanded economic opportunity

National ObjectiveAll CDBG activities must result in one of the following:Benefit low/mod income persons Prevent or eliminate slums and blight Meet an urgent need The LMI national objective is often referred to as the “primary” national objective because the statute requires that recipients expend 70 percent of their CDBG funds to benefit LMI persons.

Consolidated Plan/Citizen Participation Plan/ Action Plan Consolidated Plan • Is a collaborative process through which the community identifies its housing, homeless and community development needs and establishes a vision, goals and strategies for addressing these needs.• The consolidated plan incorporates the CPP & Action plans• Through developing the Consolidated plan, the City has identified 7 priority needs

17. The 7 Priority Needs: 1. Increase access to affordable housing 2. Ensure equal access to housing 3. Increase self-sufficiency of low income residents 4. Homeless mitigation and prevention 5. Reduce poverty and enhance economic opportunity 6. Public facility and infrastructure improvements 7. Consolidated Plan/Citizen Participation Plan/ Action Plan Based on these seven priority needs, the City has developed a total of thirteen Strategic Plan Goals to address these needs over the 5-year Consolidated Planning period, which runs 2020-2024:Additional consideration will be made for projects that meet the following key objectives:• Foster Business expansions in areas of need• Foster development of skills for residents in need• Provide educational/recreational youth programs

Citizen Participation Plan The City’s policies and procedures for public involvement in the Consolidated Planning provides several opportunities for stakeholders and citizens to provide input at multiple stages in the development of this Consolidated Plan.The City of Columbus Citizen Participation activities include: • Community Outreach; • Public Hearings; • Access to Information; • Technical Assistance; and • Timely Response to Complaints and Grievances Consolidated Plan/Citizen Participation Plan/ Action Plan

Action PlanThe Action plan is put in place to achieve the goals listed in the consolidated.A thirty (30) day public comment period will begin after it is presented to City Council.The City utilizes an estimate to budget for the coming year's programing. In order to plan for the funding, the estimate is based on the prior year allocation and an estimate of Program Income expected for the that year. Applications should be submitted electronically through the City of Columbus Bonfire hub at https://columbus.bonfirehub.com/projects. Follow the link to create a new vendor registration. Once the expiration has passed, no proposal may be amended, unless amendment has been requested by the City. Applications must be received by Thursday, July 1, 2021, 12:00 pm local time.Applicants will be notified no later than Tuesday, August 31, 2021 of funding recommendations. Please see the CDBG grant anticipated timeline below.

FAQs and Questions from the ChatWhat are the requirements of using CDBG funding?All CDBG funded projects must comply with:Environment Review Requirements: All funded projects will require an Environmental Review to ensure compliance by NEPA before a project can begin. This review will be conducted by Grants Management. Depending on the scale of the project, this could include but is not limited to soil testing, historic preservation compliance and protecting endangered species. This review could necessitate a significant change of the project scope to comply with the NEPA.Federal Labor Standard Requirements (Davis Bacon and related acts): Applies for all projects funded in whole or part with CDBG and with construction costs over $2,000.Lead-Based Paint: CDBG residential rehabilitation and construction activities must comply with 24 CFR Part 35 and Section 401 (b) of the Lead-Based Paint Prevention Act.Handicapped Accessibility: All federally funded projects must be accessible to handicapped persons.Fair Housing and Equal Opportunity: Discrimination based on race, color, national origin, religion, sex or age is prohibited.Grants Management’s internal control policy which includes increased records retention and reporting requirements.
