EUROPE

What is happening?Slide2

The

E.U. has the elements for

being

a global

actor

Largest

economy in the world

Second trading block

Leading donor of development aid

Second military force in the worldSlide3

There are

several

reasons

that explain the progressive marginalisation of the EU as a global

actor

But

there is a basic one

: the EU has failed to manage the new balance of power and

the new interdependencies generated by

globalisation

.Slide4

The new balance of power

in the world is being built without the active participation of the EU. The EU has a serious problem of location in the new design that is gradually being drawn.

The EU has, on one hand, a longitude problem and on the other hand, a latitude problem. Slide5

The world is no longer Eurocentric

The world no longer operates on the 0º Meridian

NEW BALANCE OF POWER IN THE WORLDSlide8

The EU has a longitude problem

180º

is the meridian of the new

balance of power in the world

Questions

Can we be a global

actor in

the new world design?

Can we balance the new Asia-Pacific agenda?

Can we be decisive in the economic crisis?

THE MOMENTUM:

KNOWING HOW TO MANAGE NEW INTERDEPENDENCIES Slide13

Advisory Group Report

We have the ideas,

but

not the instruments

We

have the references,

but not the proper policies

We lack

of strong and respectable community institutions We

lack leaders willing to sacrifice their national agenda for the European agenda.Slide14

Some are in favour of recognising the existence of a new de facto global leadership:

the

so-called

G2USA and China are called to play a decisive role in the international arena and their agreements or disagreements will mark the success or failure of the international agenda.

International Debate Slide15

Otherwise, it is necessary to seek for a

multipolar world

This means: more decision making power

centres

which would balance, diversify and distribute the power over different

parts of the world.

It would

be the best option.

International Debate Slide16

There are several reasons:

The

European Union has not been able to be the third pillar of global reference

compared to the USA

and

China.

The new instruments of the

Lisbon Treaty have already shown their limitations. The Economic and Monetary Union has taken too long to be developed.

Lack of a common response to the consequences of the economic crisis.

FRAGILITY OF THE EUROPEAN UNION IN THE DESIGN OF THE NEW BALANCE OF POWERSlide17

EUROPEAN UNION - USA RELATIONSSlide18

Obama knows

who

Metternich is Slide19
Slide20

The

finesseSlide21

The Euro - Atlantic dialogue met its greatest crisis with President George Bush due to the war in Iraq

Division between:

NEW EUROPE - pro-North America and

OLD EUROPE - anti-North America

The Transatlantic Dialogue revolves around the reformed NATO. Prague Summit.

Rumfield, dixit.” There is a choice between Venus and Mars”

This division is still present in the North American design, only expressed differently.Slide22

It

has become the "finesse" ... to continue with the same vision of the European Union.

Cancellation of the annual summit with the E.U.

Selective invitations and work meetings with European Prime Ministers

In the Nuclear Summit

on

Iran, Obama met with 11 Prime Ministers. He did not receive Van Rompuy despite EURATOMSlide23
Slide24

Actually, the first time that Obama received

the

former President

of the European Council, Van Rompuy, the President of the European Commission, Jose Manuel Durao Barroso, and High Representative Catherine Ashton was 28 November 2011.

That is, 2 years after the appointment of Van Rompuy as President of the European Council.Slide25

A positive change

The new President of the European Council, Donald Tusk, was received immediately at the White HouseSlide26

EUROPEAN UNION - CHINA RELATIONSSlide27

Confucius discovers

CesarSlide28
Slide29

Divide and conquerSlide30

China

is well aware of the lack of consistency of the European Union as a global player

Access to the Chinese market and the purchase of sovereign debt are elements intended to divide the Member States.

Imposing "Asian Values" compared to the European model of human rights.

Bilateralsation of political dialogue between the Member States and Beijing.

Strategic Chinese investments in the rest of the worldSlide31

A serious

neighborhood problemSlide32

Russia

has

changed

:

from

“a

strategic partner” to “a

strategic problem” for Europe Slide33

The EU has a

latitude

problem

The failure of the Arab

spring in the Mediterranean

And the poor of the world in Africa

Slide34

Middle East Conflict

Islamic jihad

Terrorism

Failure statesSlide35

COMMISSION PRIORITY

A Stronger Global Actor

We need to be more effective in bringing together the tools of Europe's external action.Slide36

Objectives

Responding

faster to military threats, using new EU networks for defence cooperation.

Creating more synergies among Member States in defence procurement.

Setting up a permanent, voluntary EU defence force, which gets its resources from those member countries which choose to join.

Bringing peace and stability to the European neighbourhood.Slide37

European values Slide38

We invented Symphonic MusicSlide39

Revolutions

?

We

invented all of these:

Slide48

The Industrial Revolution Slide49

The Liberal Revolution

The Wealth of Nations

Adam SmithSlide50

The French Revolution

Liberté, Egalité, FraternitéSlide51

The Proletarian RevolutionSlide52

We Discovered a New World Slide53

The IllustrationSlide54

Humanism Slide55

But Europeans also invented:Slide56

Censorship and intoleranceSlide57

Oppression and feudal regimesSlide58

Illustrated despotism

and unillustratedSlide59

The InquisitionSlide60

The religious wars... Slide61

Colonisation and slavery Slide62

Ethnic cleansing, genocideSlide63

The holocaustSlide64

Fascism Slide65

The two cruellest wars in the history of humankind:

World War I

Slide67

World War IISlide68

And dictatorships like

our

most recent one:Slide69

Europa

wasn’t

built and the war

beganSlide70

And Europe cameSlide71

CONCLUSION

Let us never forget where we came from

We

need

to

continue branding Europe
