Gerhardson Vice President , Regulatory Affairs EFFECTIVE with bills rendered on and after February 1, 2019 in Minnesota WAPA BILL CREDITING PROGRAM RIDER DESCRIPTION RATE CODE WAPA Bill Crediting Program Rider M 810 C RULES AND REGULATIONS : Service under this rider is subject to orders of the Minnesota Public Utilities Commission and to the "General Rules and Regulations - Electric" currently on file with the Minnesota Public Utilities Commission. AVAILABILITY : This rider is available on a voluntary basis and is limited to C ustomers who are eligible for the Western Area Power Administration ("Western") Bill Crediting Program (Program). MANDATORY AND VOLUNTARY RIDERS : The amount of a bill for service will be modified by any Mandatory Rate Riders that must apply and by any Voluntary Rate Riders selected by the Customer , unless otherwise noted in this rider . See S ections 12 .00, 13.00 and 14 .00 of the Minnesota electric r ates for the matrices of riders. TERM OF SERVICE : Service under this rider shall be for a period not less than 90 days. PRICING METHODOLOGY : The credit is calculated monthly and depends on the individual Tribe’s allocation from Western for that month and the composite rate for both Western and the Company . A participating C ustomer’s Western Credit is calculated using the following formula: ( per Western contract) (M D EU/MTBEU) x BMC = BPMSC , where BPMSC = Beneficiary’s Proportionate Monthly Share of Monthly Credit MBEU = Monthly Beneficiary’s (participating C ustomer) Energy Usage MTBEU = Monthly Total Beneficiaries’ (participating Native American Tribe) Energy Usage BMC = Beneficiaries’ (participating Native American Tribe) Monthly Credit BMC = MAE x PSD x (Otter Tail’s composite rate – WAPA’s composite rate), where MAE = Monthly Amount

Gerhardson Vice President, Regulatory Affairs EFFECTIVE with bills rendered on and after November 1, 2017 in Minnesota The Company’s composite rate will be recalculated annually. Western’s composite rate will be changed when Western updates it. BILL DETERMINATION : A Bill Credit will be applied to the C ustomer’s monthly bill rendered after each monthly billing period. The bill consists of the C ustomer’s standard rate less a credit for the Western benefit. ENERGY ADJUSTMENT RIDER : The Bill Credit is applied after the standard bill is calculated. The E nergy C harges under the Rate Designation through which the C ustomer is provided E nergy in excess of that provided under the Bill Crediting Program are subject to the Cost of Energy as provided for in the Energy Adjustment Rider, Section 13.01, or any amendments of superseding provisions applicable thereto. The C ustomer’s E nergy usage under the Western Bill Crediting Program shall not be subject to the Cost of Energy. SPECIAL PROVISIONS : 1. Eligibility for the Program, and thus this r ider, is determined by the Native American Tribe and Western, and not the Company . 2. If there is a change in the legal identity of a C ustomer receiving service under this r ider, credit under this r ider shall be terminated unless the Company , Western, the affected Tribe and the C ustomer determine otherwise. 3. Changes are subject to the Contract for Bill Crediting arrangements between the Company , Western Area Power Administration and the affected Native American Tribe, a copy of which is attached to this T ariff as Attachment 1.
