Senior/Key Person Profile Form For all fellowship applications, the applicant is considered the PD/PI.
Do not use the PD/PI role for any other senior/key personnel, ‘multi-PI’ is not applicable for fellowships
Enter the eRA Commons username for the PD/PI (Fellowship candidate). The eRA Commons Personal Profile associated with the username entered in the Credential field must include an ORCID ID.
F32 Budget – Stipend Levels 1st year stipend level is determined by the number of full years of relevant postdoctoral experience when the award is issued.
The fellow must be paid at that level for the entire grant year.
The stipend for each additional year of support is the next level in the stipend structure and does not change mid-year.
Key Post-Award Facts Read the NOA carefully to see what’s budgeted and monitor the expenses based on the budget.
Stipend payments must be made to the awarded amount and not over that amount and they don’t get charged F&A
Stipends are for the named individual ONLY
An F award cannot have charges until it is activated by NIH.
Each year of the F award gets a new IO to segregate the budget for each year as unspent tuition cannot be rolled into a new year (tuition is capped).
Carryover is not allowed. Unspent institutional allowance from one year may not be used in a future year.
Allowable Expenses Tuition and fees can be 60% of total institutional tuition, or $16,000, whichever is less.
Stipend according to awarded amount, which reflects the current NIH Stipend Level.
Institutional Allowance can be used to cover expenses such as:
Research Supplies
Health Insurance*
Equipment, such as a laptop
Please note – laptops, etc., are purchased for the fellow’s use while in the NIH Training Program. Any equipment purchased on behalf of the fellow remains the property of Boston University once the trainee has terminated from the program.
Travel to conferences / scientific meetings
Please note – travel must take place during the training period, regardless of when the expense posts to the grant.
For example, if a fellow were going to terminate on 4/30/26, but wanted to attend a conference in May 2026, that would not be an allowable/allocable expense, even if the conference fee posted to the grant prior to the termination date of 4/30/26.
Health Insurance Effective January 2023, Non-Employee Post Docs are no longer eligible for reimbursement of their own Health Insurance from the grant.
This applies to the Employee Portion of the BU Rate as well as any other self-health insurance expenses the individual may have incurred.
Instead, Non-Employee Post Docs have the option to enroll in BU’s Blue Cross Blue Shield plan if they elect to do so.
For information about rates and enrollment, Non-Employee Post Docs should contact postdocs@bu.edu.
Childcare Costs Per NIH Policy NOT-OD-24-116, full-time predoctoral or postdoctoral fellows may be reimbursed up to $3,000 per budget period for childcare costs.
This allowance must be requested at the time that the award is made.
The fellow must provide receipt(s) from a licensed childcare provider.
Dependent children under age 13 living in the fellow’s home are eligible.
Disabled children under age 18 living in the fellow’s home are eligible.
Reimbursements are managed through Concur.
Childcare funds are restricted. Any unspent childcare funds cannot be used for any other purpose.
Federal Financial Reports NIH F awards do not require SF425 FFRs
HOWEVER
When these F awards terminate, the SP Post Officers must confirm the final balance of the stipends paid out with the Department Administrator.
SP Post Award reduces the budget accordingly.
The SP-Pre Officer completes Form PHS416-7 to close out.
The fellows must submit a summary of their progress during the award period to be included on Form PHS416-7.
Monitoring Expenditures in SAC The SAC reports that we use most often to monitor the expenditures:
Budget vs. Actual for a general snapshot of the award
Grant Document for Expenditures for details of the actual expenses.
Early Terminations - Stipend Stipend amounts must be pro-rated based on the number of days that the fellow was in the program.
Determine the awarded annual stipend amount.
Divide this amount by 365 (or 366 if leap year falls within the appointment period) to calculate a daily rate.
Determine the number of days that the fellow was in the program
Multiply number of days by daily rate to determine the pro-rated stipend amount.
33
Early Terminations – Stipend Calculation EXAMPLE: A fellow’s F award is activated with a start date of 1/1/26.
The annual stipend amount is $28,788.00 for the period of 1/1/26 – 12/31/26.
The fellow terminates early on 8/13/26.
The daily stipend rate is $28,788.00/365, $78.87.
The period of 1/1/26 through 8/13/26 includes 225 days.
The correct stipend amount that can be charged to the grant is $78.87 x 225, for a total of $17,745.75.
